Background
In 2022, the County of Santa Barbara began a multi-year public process to update its state-mandated Housing Element, the County's plan for accommodating future housing growth. The County was required to approve plans for 5,664 units within the next eight years on specific sites approved in the Housing Element.
To meet the State's housing mandate, County staff analyzed more than 1,000 potential sites across the unincorporated county between 2022 and 2024, gathering public input through numerous public hearings, study sessions, and informational meetings throughout the County. Potential sites, including Glen Annie, were publicly vetted and deliberated throughout this process. The Board of Supervisors adopted the updated Housing Element in December 2023, including a full environmental review process under the California Environmental Quality Act (“CEQA”) that determined which sites would move forward for new housing. After adoption of the Housing Element, the County rezoned a select number of properties to accommodate the number of housing units required by the Housing Element.
Glen Annie was one of the sites rezoned through that process to help meet the County's housing goals as required by State law. The Housing Element set the number of housing units expected at Glen Annie and established a “by right” approval process that requires the County to process development plans for Glen Annie in compliance with State laws.

Project Status
With rezoning complete, the project team is advancing plans to redevelop the Glen Annie property into a diverse, master-planned community. The plan brings together a wide range of for-sale and for-rent housing types at a wide-range of living styles and price points, a substantial share of income-restricted affordable homes, and high-quality open space and recreational amenities for new and existing residents alike.
Because Glen Annie is a by-right project under the County’s new Housing Element the team's focus now is on thoughtful planning and design and pre-construction work, and we'll continue sharing progress as the project moves forward.
